In 2015, the Biomass Sustainability Covenant – about the use of sustainable biomass in power plants – was concluded by five environmental organizations (Greenpeace, Milieudefensie, Natuur & Milieu, the Natuur & Milieufederaties, WNF) and the energy sector (Energie-Nederland and the legal predecessors of Onyx Power, RWE, Uniper, and Vattenfall). The sustainability criteria in the covenant were drawn up in collaboration with the environmental organizations. These criteria are among the strictest in the world.
Under the terms of this Covenant, parties appointed an independent rapporteur who reports annually. This rapporteur is CE Delft. On May 25 2023, the rapporteur published the annual report for 2022. CE Delft determined that the co-fired biomass in 2022 met the legal and supplementary sustainability requirements from the Covenant, as it did in previous years reported by CE Delft.
